Fuel pressure regulator & return line? (archive)

I am days away from driving my '02 again. The final step is hooking up the fuel delivery system. Please help I need to figure this out before saturday.

Here is the problem. I fear that the electric fuel pump in the car now is not putting out sufficient pressure, only about 1.6 to 2 at the maximum. I have an electric fuel pump that I used when the car had the Tii injection plumbing. Obviously that pump puts out quit a bit of pressure. If I were to use this pump with the dual Webers and fuel pressure regulator will I need a fuel return line? If so do I connect it before or after the regulator?

My guess if after otherwise the pump will just push the fuel back into the tank instead of through the restriction at the regulator.
