brake booster or master cyl? (archive)

I just put my brake system back together after 2 yrs
of restoration work on my car. they dont work and here
is the lowdown.

no leaks at any of the wheels or master cyl.
rear drums adjusted out.
lines all blead, no air in them.

if I pump up the brakes they come up about half way
with pressure and will hold. the pedal will not go back
to the floor.

If I run the engine with the vacume line to the
booster attached I get no brake pressure. and when
pumping the pedal I get a vacume leak that is
detectable by a change in engine rpm.

Is this the brake booster?
