Emulsion tubes are perforated brass tubes that sit below the air corrector jets. They do the initial mixing of air and fuel in the carb. The F7 for the DGVs is a bit richer than the stock E. tubes. The F7 should make that primary to secondary transition a little smoother and give perhaps a small increase in power.

65-80BHP huh...I have my doubts;)
