If it's that bad... how about cutting the entire center section out of the roof and putting in one of those roll-back fabric roofs like some old Beetles and the 318ti California editions came with. That would be cool...

Also, I use stuff called Permatex, available at Pep Boys, to fight rust. Sounds like it's much easier to use than the afore-mentioned methods. Just sand off most of the rust and glob on the stuff and it turns the rust to black primer. If it's in a somewhere exposed to the elements you should then paint or plan on repeating it in a year or so... Once a year or so I spend ten minutes or so on all the dings and scratches that are trying to become rust tumors...
