I agree with Dwight, rust is the #1 thing to avoid, followed closely by (IMHO) previousy repaired collision/body damage. Everything else is repairable/replaceable, it just depends on how much time and $$$ you want to invest after your purchase. Condition of the paint is one of the most expensive to correct (new paint job), and should be considered in the asking price. A recent "respray" should be checked VERY carefully for rust! Avoiding the emissions issue is important as well, very wise on your part.
I think a "reasonable" price varies from person to person and car to car, but the range you state seems to be pretty typical, with $6k being WAY on the high side, unless it's a VERY good/clean example of an '02. Getting that much for one would be pretty hard in my area, no matter what kind of shape the car is in.
Just my opinion, worth what you paid for it! (LOL!) Good luck in your search.
