In California, it's actually 73 and older cars that are smog "exempt". After that the exemption comes on the 30th anniversay of the model year (eg. 1974 in 2004).

Take Dwight's advice and check out the sites he's listed. When you find a car you think you want, have it checked out by a "2002 knowledgeable" mechanic.

As for prices, you should be able to pick up a really nice carburated 02 for $4-5K. A comparable tii (fuel injected) will set you back an additional $2K. Sources of cars for sale are:
