'71 2002 TII, should I buy (archive)

Need advice from seasoned '02 owners/restorers. I found a '71 2002 TII for $3500. I looked at it and the body is straight with no signs of rust, all mechanical and interior parts are original from what I can tell. Engine runs rough, smell lots of unburnt fuel, no signs of water in oil although radiator appears very low on coolant, upholostery and carpet shot, no sunroof, tires good, 4sp trans., no abnormal mechanical noises or vibrations. I thought I would offer $2500, any suggestions? Thanks for any help!!

FYI-I also own a '69 2002 family car (owned since '72). My dad's car, I used to drive as teen, restored it for my teen daughter!
