Can you check the switch with a voltmeter or multimeter to see if it's toast? If not, try disconnecting the connector to your on/off switch and then putting the relay back in. If the motor runs, it's NOT the switch and you need to look elsewhere. If it doesn't run, try temporarily turning your wipers on and off by "jumpering" the terminals at the switch connector. If you can turn it on and off that way, it IS the switch.
You can also try the same procedure with the speed switch if you need to, except I think the wipers will only run at high speed (speed switch might have resistors to slow the motor). Let me know if you need more info....
: The dash speed switch is functional, though i think backwards. PO did a little "wiring" unfortunately, so there are issues. I'm guessing he hashed the stalk switch.
