That wingnut is the access to the jets and emulsion tubes, if you have fuel coming out of there, you probably have a flooding float bowl, so at least check the float level if not replace the needle valve/seat. Try www.webercarburetors.com for cheap prices on rebuild kits, they aren't an e-business site, but you can print out and fax their order form. Buy the Haynes Weber/SU/Stromberg or the Pat Braden HP manual.
