Between the tank and the pump (firewall and pump in the traditional, mechanical pump setup) -- this way your pump is pulling fuel through the restriction (and is not getting dirty in the process) -- if it was after the pump, there'd be a pressure drop across the filter (not generally desirable, as it 1) lowers the fuel pressure available to the carb, and 2) increases stress on the fuel filter itself.
