I have a 67 and a 68 1602 they both have 118 heads and the pedal cluster is the same as the 2002 from the floor in the little tub assembly.
I have never seen the pedals come from the top on any of these cars so thats a new one to me.
The 118 head will bolt to the 2 litre block but wont work properly (trust me)
The water jackets and oil gallery holes are different. A blown head gasket will be the result.
