Possible -- did you have to re-set the timing when you started it back-up?

the crankshaft is at top dead centre when the timing mark lines up with the pointer, and on the head the dowel on the chain wheel is at the lowest point, but if i move the crank a little the top stays still, i think i have all the slack on the tensioner side but not 100% sure, any help appreciated!

Sounds like you need a new timing chain -- you may have too much slack. Mine, with a new chain, has almost no slack and doesn't allow the tension side to have any at all and still go on correctly.
