Thermal reactor crack welding (archive)

'02 nuts,
You may recall I'm thinking of buying an 02 with a cracked thermal reactor. I hear replacements are expensive even for a used one. Then I heard somebody had welded one back to health. I saw a crack/break on the tube beside the reactor.
Is This the usual spot for breaks, or in the unit itself?
Is it stainless steel or what?
Can it be welding with my MIG welder if I remove it?
Is it smog legal if I do?

Actually I'd prefer to dump it for headers but Cal. smog tests prevent this till 2006!
