You may want to do some research and see if you might be able to your car exempted. Even California exempts cars that are 30 years old. Georgia (where I am) exempts after 25 years, and we have one of the fastest growing smog problems in the country. If it helps, here's a site with GA info, may give you some ideas on where to start w/ the state of IL:
