If I were you, I'd sand off all the rust and put some bondo in any holes (but not in critical area--like floors and shock towers). Paint any suspect areas with POR 15 to slow the rust down.
Strip the chrome. Go out and get a cheap paint job. Put the chrome back on. It probably won't look good for long, but it will look a hell-of-a lot better than it does now.
