I'd check all the fuel filters first--the one in the primary filter in the engine compartment, the filter in the injection pump, the filter in the fuel pump inlet, and if you really want, the filter in the gas pickup assembly in the fuel tank itself. If that doesn't do it, option B. Recall I had a similar problem way back, and traced mine to the vacuum hose from the breather hose to the intake manifold. I've found that the idle of the tii is very susceptible to small changes in the integrity of the air intake system. Because of the blowback, the very small hose can get plugged up, especially if it hasn't been serviced in a while. Alternatively, the hose attaches to the breather hose by a plastic connector, and sometimes it can get plugged, or the hole in the breather can get distorted or cracked through extended use. Any of this will cause a small leak and can affect the idle. Check also the small rubber cup underneath the throttle valve assembly to make sure it's in good condition and tight and the air intake/filter housing to insure there are no potential leaks.
