It's almost definitely a ground problem. Make sure the negative strap is well-secured to the engine. It actually connects to a bracket that also provides additional support to the starter, so make sure the bracket hasn't come loose (mine did). There are about 2-4 provisions for the instrument gauges to be grounded. Use all of them and your problems may go away.
