To "deck" a block you will need to remove the engine from the car. This usally means a complete rebuild (bearing/seals/rings etc) as all the machining will leave lots of debris in the engine. If you need an engine head done anyway, either look for a used engine, spend some major $$ on rebuilding or take your chances, rebuild the head and put her back on. It may seal again??

This depends upon the time you have and the available $$ as well as the future use for the car.
