The gap is measured when the points are open.
remove dist. cap/rotor.
hand turn engine till 'squared edge' of dist. drive shaft is touching 'contact' of points bracket arm.
loosen set screw, insert gap tool between points,
-for hard to start powerplants, set gap a wee bit wide- tighten set screw.
do you have a test light? it really helps in tracking ailments like these.

dwell? I'll have to 'dwell' on that for a bit to recall the most efficient method of setting.
