New fender at 2002AD is $65. If the rust is pretty deep you can use a rust killer such as Metal Ready from the POR 15 company. It will kill the rust, convert it to a sandable surface that you can paint over. Rust can also be taken out by using a fine grinding disc but be careful not to get the area too thin. Be sure to check around the turn signal housings, they tend not to drain very well and will rust up.
I have had to replace both L & R front fenders on both my 02's. They rusted out on the A pillar mount. 1 mount was actually totally gone and their were holes in the A pillar. Don't believe what you hear about California cars, we get rust too! I have a sandblaster and blasted all the rust out then treated it with 2/2 coats of Rustoleum metal primer and topcoat. You can look for signs of rust by getting a flashlight and looking to the rear of the fender where it bolts up to the body. If you see rust coming out of between the fender and the mount, you better take off the fender and investigate further. Also if you see rust blistering out of the bottom of the fender at the sill then you can bet there is more rust where it can't be seen.
