You don't need a resistor with the blue coil. You measure the resistance (which is in ohms) not the voltage (which is in Volts DC ) across the low voltage leads of the coil with all wires disconnected. Most coils run about 1-2ohms.

I don't think the blue coil has an internal resistor, it's just that the primary wire has a resistance of an ohm or two, since it is such a long and thin wire.
