Sorry about that last post - I screwed up. If you're getting 18-22" Hg of manifold vacuum then that's good. As long as the needle is steady and doesn't fluctuate.
It doesn't sound like you have any vacuum leaks. Make sure you're testing manifol vacuum - any vacuum port between the throttle plate and intake valve. You may have been testing "ported" vacuum when you only got 10" Hg. If road testing - leave distributor vacuum advance plugged in.
