If you have a manual tranny, then your engine has to turn at the same rpm to go the same speed since you have not changed the gearing. Your rear wheels have to turn the same number of revolutions per minute which is a fixed fraction of your engine speed. You would only be going 57 mph if you truly dropped by 400 rpm.I suspect that your new distributor is not putting out a strong enough signal to drive your tach to the correct rpm indication.
