If they are not too big you can use some Metal Ready to remove the rust and POR putty to plug up the holes. Top that off with some POR 15 and it should be good to go. If you want to topcoat it you will need some tie coat primer before you put the top coat on. All of this is available through Restomotive Labs (POR 14). You won't need much because it goes a long way.
