If the low beams are working, then the grounds are okay and the problem must be upstream. 1st get a copy of the factory wiring diagram for the '75 from Bob Murphy at the Tii Registry (tiireg@aol.com). With a multimeter, check that you're getting juice on both sides of the fuse and at the power in terminal of the high beam relay.
