Cold start problems on 73 (archive)

I have major problems with cold starting my stock 73 2002.

It takes about 10 minutes and several cranks to start up and stay idle. When it it is warm it starts on the first crank.

I have done a major tune up and the problem is still there. I have single Solex carb and wondering if changing to 32/36 weber will solve the issue?
