I am not real savvy on the smog laws, but I believe that there is another avenue you can explore. It was my understanding that for cars of unusual circumstance,(such as your Tii), you could request a "Referee" to check you emissions on the car, and if you can pass a level of emissions test, you can get a Certificate.A few weeks ago I asked an emission law question of this board, and a couple people seemed very knowledgable. Hopefully they will step forward again. But if not, check it out thouroughly before you start hanging California smog crap on your Tii.Good luck.
