webber choke adjustment (archive)

I checked the archives for info on webber choke adjustment and did not find what i need. I have a webber with electric choke. I think i understand the operation of the spring opening and closing the butterfly. What I do not understand is the operation of the vac. diaphram. what does the vac. change when the choke is on or off.
