On the 32/36, are you looking at the little diaphram on the firewall side of the choke body? Its purpose in life is something that I never liked - it is used to reset the high speed idle to normal. To start a cold car, you are supposed to pull the choke (on a manual choke rig), floor the throttle once to "set" the choke then start the car. If it is set up correctly, the car will start with the idle set by a cam at a fast idle. If you so much as touch the throttle though, that little diaphram will trip the setting and put you back on normal idle, which is too low for a cold engine.
