The starter relay should be in the solenoid itself. As you know I have a 72 and that is where it is for mine. I don't know if in 74 that added ANOTHER relay between the key and the solenoid. But for sure there is one in the solenoid. There are two wires going to the starter: one big wire that is always hot and carries the current to excite the motor, the other wire is small and goes hot when you turn the key to "start". When the small wire goes hot, it excites the solenoid and pulls it in. The solenoid does two things: one it moves the starter gear out so the teeth engage to the flywheel, and two just after the teeth have been engaged it closes a "switch". The switch is a heavy bar of metal attached to the solenoid that crosses two big contacts. When the "switch" has been closed it completes the circuit between the big hot wire and the windings of the motor. The motor and solenoid are grounded to the block.

If you bypass the key with a remote start device the starter should spin. Remember to take the car out of gear... don't ask. If the starter does not spin then the solenoid is a) not pulling in far enough or b) the contacts are heavily oxidized and are not allowing current to flow to the motor.

When you use the remote start device does the solenoid make noise? Can you hear it pulling in? Kind of like a loud click. When I had my 72 Toyota Landcruiser (boy I miss that thing) I was able to remove the soleniod and clean the contacts. I am not sure if you can do that with an 02. Drop Marshal, Walt, or Dean a call... They will be able to give you further information.
