Typical tii problem refered to as a surging idle. When mine does this I normally do a complete tune on the car.

1) Adjust valves
2) Adjust timing and points (if you have them)
3) Adjust linkages to pump and throttle body. Look for slop in the throttle body arm that seats in the warm up regulator. There is a little plastic cup in there that goes out. They are still availible but are $9.00, ouch!
4) Check warm up regulator to see if it needs adjustment, adjust if needed
5) Recync pump to throttle body
6) Turn in the idle screw
7) Start car adjust CO screw until smooth idle is achived
8) Adjust idle screw until proper idle is achived
9) Let car warm up and take for "hard" test drive
10) Listen for detonation and loud valves.
11) If needed adjust timing and valves and go back to step 6.

If the cold idle is rich or lean start with the CO screw. If if it still persists adjust the warm up regulator while the car is hot. Wait until the next morning and start the car again.

Yes these are the anal ways of doing it, but it always works for me.
