Q's about cyl head rocker shaft (archive)

The cylinder head rocker shafts have allen head bolts on each end that thread in to the shaft. I have one end that has nothing and isn't even threaded. Are these some sort of oil way? The reason I am asking is I dinged one of mine up taking it out and the threads are messed up. Is this a big deal? Why are these fittings there? If there is fluid running thru the shafts I wil re-tap the threads but if there is nothing to worry about, I may leave it alone. Any help is appreciated.
