The cluster lights are so cheap as to make testing them a waste of time. You should remove the cluster (it's easy) and replace every bulb in it with new. Be aware that the bulbs that fit the cluster are available in 3-watt and 5-watt. Get the 5-watt and your instruments will be much brighter and easy to read at night. The whole job should take you about 45 minutes, and you can then forget about your cluster bulbs for the next few years.
