This has come up before, and there are those who disagree, but I'm not a fan of 25 yr. old seat belts and believe that if they're going to get used, they need to be replaced. This is a safety issue and not something to kluge together if you're regularly driving with somebody in the back seat. New belts are readily available from the various sources for other old parts (Maximillian, La Jolla, etc.).
That said, my rear seat belts are all screwed up but I only put somebody back there once year or so, so I'm leaving them as is. I've got new belts in the front though.
