I'm no electrician, but it seems like if the bulbs are fine and the fuse is fine, and a short in the wiring is an unlikely culprit, you're probably looking at a problem with the switch connected to the brake linkage somewhere that's supposed to send current to the lights. I don't actually know where that is, though maybe Haynes or MacCartney could help, and somebody on this board MUST know.
