The purpose of the valve cover vent is to vent crankcase pressure that builds up as a result of "blow by", or combustion pressure leaking past the rings and into the crankcase. If the vent is blocked, the pressure will build up and, with nowhere else to go, blow gaskets in order to escape. The vent hose is usually vented into the air filter housing or, with a long hose, down and out the bottom of the engine compartment AWAY from exhaust or hot areas. It is more responsible to vent the crankcase to the air filter housing (you can get a fitting at any auto parts store, drill a hole in the bottom of the filter housing, install the fitting, and connect the hose to it) since the fumes are not vented to the atmosphere and it does not negatively affect performance at all.
