Well, I am not real sure what you mean by "starter valve", but the small red button you describe is not stock. I am going to take a shot in the dark and guess that it is a reset button for an alarm system. If I had my way, all alarm systems would dissappear with the dawn. But seeing as how that is improbable, and if you are not electrically gifted, I would say that you should just have an alarm installer check the system.
