ok I just looked at a spare front bumper and it has three bolts on each side holding each absorber . the other side of the bolts is hidden by the bumper impact strip. If you loosen all six with the bumper on the car you should be able to adjust vertical each side. Try a hydraulic jack to hold it in place and then tighten in the desired position. If this does not work and the bumper springs back, your only choice is to create more tolerance on the movement by enlarging the holes where these bolts go thru the bumper. Good luck.
