Tim -- When you refer to the "set screw," I presume you mean the screw that holds the mirror onto the door panel. Assuming this is the screw you've been tightening, there is another mechanism you ought to look at.

Loosen the set screw and take the mirror assembly off the door panel. Look inside the base of the mirror assembly and you will see a nut holding a spring assembly together. Tighten this nut a little and see if it helps keep the swivel more rigid. Reattach the mirror to the door and you should have the problem licked.
