Half-shaft CV joint head scratcher (archive)

I'm finally putting my half-shafts back together and three of the four CV joints went together without incident. The fourth will not 'free-up'. I can tap the race with a drift and easily move it in and out, but at no point within its range of travel does the CV joint start acting like a CV joint. I've had this sucker apart two times looking for something stupid, but it beats me what's up.

Any ideas out there?
