The step on the fast idle cam will prevent the choke plates from rotating when the throttle is at normal idle position. With the engine cold and off, block the throttle about halfway (not all the way) open. Then adjust the choke. Don't forget to unblock the throttle before starting the car!

thanks colin,
when car was cold, with my left hand pushing down on the vertical linkage rod, i rotated the housing (3-screws are loose and rotating counter clockwise as much as i could with the hoses attached), but the plates will not open.
