when mounting the flywheel where should the steel ball or the mark TO on the flywheel be when the number 1 piston is at top dead center.

One bolt hole in the flywheel is slightly larger to accommodate a sleeved bolt hole in the crank flange. If the sleeve is missing from the crank, just look for acorrespondingly large hole on the flange.
