How to remove "water stains" from paint?????? (archive)

Just bought a an 02 that was parked uncovered under a deck and not driven for a winter. Snow sat on the car for months at a time. Consequently there are three large areas (tabloid newspaper size)on the hood, roof, and trunk that have that white-ish, chalky water/mineral discoloration. The PO tried to buff them out to no avail. There is definitely paint under there as the car was color changed and none of the original or primer is showing thru.

What can I do??? Will some McGuires, elbow grease, and a weekend take care of them. How about a wet sand or color sand?-If so how does one do this themselves? My time is more available than my funds right now. Or, am I destined to repaint? (I will do this eventually but want to hold off for a couple of years. But, at the same time I really don't want to drive around with what looks like patches of Pterydactyl guano!).
