Switching tags between carbs will not necesarily get you by the smog inspection guys. They aren't stupid. What they really go by is when they actually test your engine exhaust and if it passes the state's criteria. Depending on the particular inspection guy, some will ding you on missing equipment, some won't care.

You can detune the carb to get pass the smog test, but you'll need the help of someone who has access to the smog inspection equipment. Otherwise, how can anyone tell if they detuned the engine enough to pass the test.

I'll have the same problem next year when my '74 goes in for hopefully the last smog inspection. The mechanic I use is a trained BMW mechanic who owns a tii. The last time my '02 was tested, he put the '02 on another mechanics' smog tester and did several trys before getting the car to pass. Then, he retuned the car back to "normal".
