You've got to get this guy, period. Go back to the police and INSIST that you file an accident report.

I hope you got witnesses besides your girlfriend, but if not, that should suffice. KEEP the bumper and all the busted stuff. If possible, leave the car all busted up until you get some results (or give up). If you do nail this dweeb (anybody driving a Malibu is automatically a dweeb) then his insurance adjustor will want to see the damage.

The policewoman who told you to forget it is imcompetent, you should've gotten her badge number and turned her in, too.
