Can't replace smog pump (archive)

Hello,
I am putting the smog parts back on my 76 2002 and even though I took them off, I can't seem to get things back together again. Below are a couple pictures. In the picture of the pump, there are 2 holes on some steel brackets bolted to the outside that line up. Does a bolt through these go through the hole on the boss thing in the second picture? The hole in the boss is huge. Are there supposed to be bushings in there? Also, the bottom hole is threaded into the pump itself. I assume this is for the adjustment arm.

Simple enough, but I cannot get things to get into place for the life of me!! On the pump, it seems like the pivot and the adjustment hole are so close that you can't really get much adjustment out of it. I forgot to take a pic of the adjustment arm, but it's bolted to the fromt of the block, I think, and in front of the oil pan. Do I have things mounted in the wrong places? Just seems like it should work easier than this.
