I've used a good digital voltmeter on many O2 sensors and have been able to read the fluctuations without difficulty. Analog units will not work well for this.

What I should have said is: If the value is steady, O2 sensor is shot. If it is too far to one end of the spectrum or the other, but fluctuating as it is supposed to, you have a rich or lean condition. Sorry for the confusion.

The voltage put out by the 02 sensor changes too rapidly for a voltmeter to pickup, and your voltmeter will try to average the values out on the display. An oscilliscope is more accurate, if you have access to one. And just because the 02 sensor is showing an abnormal reading, doesn't necesarily mean its bad. It is most probable though.
