Car has to have 4 wheel independant suspension. No Solid/straight axle alowed.
Rear or All wheel drive.
Stick Shift.
I'm considerably easier to please than some. But I would be very hesitant to buy anything American. Most rear wheel drive American cars have and have had Solid rear axle suspension. This is CRAP.
If you want a really great deal for a great, FAST car, I suggest a '91-'93 Mitsubishi 3000 GT VR 4 TwinTurbo. I won't lie to you and tell you It'll be reliable (as they have a notoriously weak drivetrain), but they are fast, and relatively cheap. They have All Wheel Drive and 4 wheel independant suspension. A very good deal.

First I don't think the '91-'93 Mitsubishi 3000 GT VR 4 TwinTurbo is exactly a "cheap" car. Cheap to me means under $2K.
Second there are ALOT of older cars (ie american, foreign) that have sold rear axles that are both quick and fun to drive!
1) Lotus (Elan or Seven) or if you're luck an Elite Climax
2) AC Cobra
3) Any Big Healey (or for that matter any early sprite!)
4) Sunbeam Tiger
5) Shelby GT 350 or 500
6) Any early MGB
7) a Mini (which is neither rear wheel drive nor sold axle)
The list goes on....
