If we assume that you don't have an air bubble, it might be that the LEVER that turns the valve does move as you saw but may be loose on the valve's shaft and is not turning the internal valve. You might want to try to tighten the screw or small bolt that attaches the lever to the valve and try again. HTH, let us know...
No change in tempurature regardless of position. Had the wife operate the control while I watched the valve operate. Everything appears good but no change in temp. Its a tad warm but no more or less. Do they seize regardless of lever position?
