what that means is that the rockers are trapped behind the rear quater panel. If you go stand at the side of your car and open the door, look down at the sill at the rear of the door opening and you should see a seam (if there is no seam you have a patch repair panel installed). This marks the front of the rear quater panel. This however is not the end of the rocker panel. It continues on behind the quater for another foot or so. Proper replacement of rocker panels is not an easy task.

Going back to your original question, if by fender lip you mean the opening for the rear wheel, then no the rocker does not extend that far. What you see from the seam at the back of the door to the where it meets with the taillight panel on the rear is the quater panel. It is very large.
